Ask Himari about access to the library

Option 1:

Complete the favor for Himari
Recieve quest The Nipon Economy
Go to the Sol Brothel during business hours (check the Hours button on the main map)
Do the favor for Ronda

Option 2:

Obtain 500 lari and pay off the debt directly to Himari,
Enter the library and search the library

Obtain The Heart of Darkness (if you have Lost Knowledge)
Finish reading the book
